I have used following techniques in this 3ds max tutorial.
Editable Poly Modeling techniques

[1]-First of all you will press (ctrl +N) now you will see the new window is open
Now click on the Geometry > Standard primitives > plane Use the following Setting creates a plane like this
In the top view and set like this in the perspective view

[2]-Use the following setting create a two tube in the front view
Your object should be like this in the front view

[3]-Select the Tube Right click select Editable poly and select the polygon mode in the Editable poly

And use the following setting your wheel should like this in the top view

[7]-Use the following setting Create cylinder in the left view and set cylinder like this in the top view

[10]-Select the box Drag it and release you will see the Clone option window

Right select Editable poly and select the polygon mode in the Editable poly

[14]-Now drag the vertex like this in the Front view

Now select the line drag and realese you will see the clone option window is open
